Question I'm concered about my GPU's performance compared to other people with an RTX 5090 ?

Hey so i just in the last week or so done a fresh new build from an RTX 3080 to an RTX 5090, i7 14700k and 32 gb ddr5 memory. So far all the games i have been playing feel incredible of course in comparison to my old system, but im currently playing the Arc Raiders playtest and notices hitching. Now natuarally i was thinking oh well its a test so maybe thats why. Though my friend on an RTX 4090 is same CPU is getting the same fps as me but without hitching. So i went and looked in the Steam Discussion page about the game and see someone saying they're getting 240fps without framegen so at that point im stressing out a little bit since my FPS is significantly lower than that.

I asked what Resolution he's playing at and his settings i understand theres a lot of context missing from his post so its hard to really guage whats going on there. So i went to Youtube to look at some gameplay of someone else on a 5090 on Arc Raiders and come across a Streamer called "Stodeh" in a recent stream he has his FPS counter on and he is getting a near constant 240fps. Though i can't his settings but i do know his monitor is a 1440p display same resolution im playing.

When i got the GPU i did see all the controversy around it and checked to see if my ROPS (I think thats what they was called cant rememeber) was there and theyre not missing. I just dont know why im not seeing the same performance as what two other people are seemingly getting. Stodehs gameplay fps is consistent with the first guys post. The only way i can seem to get to those kind of framerates is with framegen and i know for a fact Stodeh's footage isnt using that because hes using the Ingame fps counter and when i did that it has a 2x next to it saying im using framegen.

I just ran a benchmark on 3D mark "Steel Nomad" and my results was this

I guess im just looking for either some help or reassurance my PC isnt buggered.

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:

Was anything recycled from your older build? Please remember that resolution isn't the only thing that you'd need to have as a baseline, the both of you need to have the same system's, like for like. So we'll be seeing two sets of specs, one for your build and one for your friend's.

PSU: ASUS ROG Strix 1200W Gold Aura Edition ( Age: A week maybe 2)

Only thing from the old build is CPU Motherboard everything else is fresh right down to the Chassis fans which are x6 Lian Li TL 120mm (3 intake, 3cpu cooler exhausting) x2 140mm Intake Artic P14 PWM's. x1 Lian Li TL 140mm Exhausting

Edit: just out of curiosity I thought I’d try bite the bullet and play with frame gen (not that I should even have to on a damn 5090) I get around 470+ fake frames and even on that I hitch with a freeze as low as 45fps. I really don’t understand what’s going on it’s stressing me out big time 🙁

What driver version are you using for the 5090? There have been several releases and hotfixes since the 5090 came out.
I'm on the most recent drivers right now. i upgraded my CPU from a 14700k to a 14900k because i was just so paranoid it was a bottleneck or something. That didnt really help much at all. 2 new games came out splitgate 2 and Dune Awakening, both UE5 games and i get huge frame drops every 30ish seconds to a minutes or so. In SG2 ill be playing at 250-300fps and ill place a portal only for my frames to drop as low as 45 feeling like a full blown freeze. In Dune Awakening im running around and ill be at a solid 120fps (where i capped it) and just constant hitching and drops down to 60fps i really dont know what to do at this points its driving me up the damn walls.
 
Okay I’ll try this, thank you for the suggestion. I’m not entirely sure how to do this since I’ve never done it before
I haven't used an Asus desktop BIOS in forever but it should be relatively straight forward. What you're looking for would be an advanced tab (may need to put the BIOS in advanced if it's whatever they're calling easy/basic) and there should be something along the lines of PCI express configuration.

I assume i did the right one my Motherboard has 3 PCIEx16 slots and i figured the top one would be the right one, now in GPU-z it says "PCIe x16 5.0 @ x16 4.0" unfortunately it didnt fix my issue. Still getting 1% lows as bad as 7-13 fps on splitgate 2 but my average fps is like 275, In Dune awakening my 1% lows are like 20fps dropping from 130
 
Many things can cause system stutters that will result is low 1% low numbers.

Have you been monitoring the rest of the system? Temperatures? Disk usage? Disk capacity? Network?
14700K and 14900K default settings should be okay after a BIOS update, but they can still easily overwhelm CPU coolers.

Your GPU benchmark performance could be something as simple as a high ambient temperature as well. You don't necessarily know what test conditions most users did. Also, a lot of people will be overclocking the Astral card rather than running it stock.

Bummer, I was hoping it was just a data transfer issue due to the riser cable. Definitely going to need to monitor the system to see what's happening when the drops happen. There should be some obvious behavior when this happens like a spike in CPU/disk usage and/or a sudden drop somewhere.

I wouldn’t even know what softwares to use to diagnose or monitor these issues. I don’t even know what I’m looking for I’ve never experience an issue like this in my 14 years of gaming on PC I’m way out of my depth

I mean my temperatures seem fine, when gaming even for long periods of time both the cpu and GPU are in the low 60°c

As for that other stuff I wouldn’t even know how to monitor that stuff I’ve never really needed to every time I’ve done a build it’s gone pretty damn smoothly
 
When I upgraded the PC the components I changed was a PSU, case, GPU, cooler and fans. Normally when I changed a component like a GPU I was fresh install windows for it, but everyone assured me you don’t need to so I did it via DDU but I’m wondering because I’ve changed so many components should I have fresh installed windows. I mean I’ve even swapped out the CPU now but people still said because it’s the same socket it doesn’t need a fresh install of windows

I replaced literally everything except for platform (new mobo, but same platform) without reinstalling windows and it was fine. The Windows install really shouldn't be the problem, but if you don't care about having to backup/reinstall things this is a very simple step to take to rule out software issues.

GPU-Z has a sensors tab which will show detailed GPU behavior. HWMonitor and HWiNFO can be used for CPU (I prefer using HWMonitor for this type of thing because it doesn't poll as much data so it's easier to help diagnose). Windows has resource monitor which can also catch network/CPU/disk fairly well, but it's somewhat clunky so I don't tend to use it for more than one at a time.
