Firstly i have a dell precision t3500 desktop that has a xeon l5640 processor and a gtx 650 1gb

So i want to upgrade my graphics card to a gtx 1050 ti 4gb

So my question is will my xeon l5640 cause a bottleneck to the gtx 1050 ti 4gb?

Upgrading parts does not reduce overall performance.

The new part nay not be allowed to reach its full potential, but it will be 'better' than the original.

So the question is should I upgrade my graphics card to a gtx 1050 ti 4gb until i get a new PC build or should I save the money and wait until I get a newer modern budget build that has a newer hardware instead?

So will the upgrade be worth it+will it cause a bottleneck?
 
Upgrading the gpu will not cause a "bottleneck" meaning it will not slow you down.
The question is; how much will things improve.
Try this simple test:
Run YOUR games, but lower your resolution and eye candy.
This makes the graphics card loaf a bit.
If your FPS increases, it indicates that your cpu is strong enough to drive a better graphics configuration.
If your FPS stays the same, you are likely more cpu limited.
