Question Best budget Replacement for Ryzen 2700X

Considering replacing Ryzen 2700X. What's a solid option for a light to moderate gamer? Not looking to upgrade any other piece except maybe RAM. Or is this sufficient? My main concern is I routinely see my CPU running at 100%. Is this the "new Normal"?

mobo: MSIx470 gaming plus
ram: Crucial Ballistix Sport LT 2400 MHz DDR4 DRAM Desktop Gaming Memory Kit 16GB (8GBx2) CL16 BLS2K8G4D240FSEK (Red)
GPU: AMD Raedeon RX 6600xt
 
Budget is a relative term, how much are you willing to spend? Where are you located? Preferred site for purchase?

Not looking to upgrade any other piece except maybe RAM.

your ram is actually what's probably holding back some of your platform's performance as DDR4-3200MHz with tight latencies was the sweet spot for Ryzen platforms. If you went with an X570 chipset board, you could've dropped in a dual channel DDR4-3600MHz ram kit.

My main concern is I routinely see my CPU running at 100%. Is this the "new Normal"?
What sort of titles do you tax the system with and at what resolution?

BIOS version for your motherboard at this moment of time? Make, model and age of your PSU?

I used to play War Thunder a bunch, Gauntlet. Game of choice now is Rise Of Kingdoms
Webroot virus/malware.
CPU run at 100% idle often. I did just convert to UEFI and upgraded to Windows 11pro.

If it idles at 100% , it's not idle in any sense. Even slowest CPU shouldn't idle over 1-2%, something "fat" is running in the background ruining performance even under load. Better check what starts automatically (Autorun) and for malware.
If you just upgraded (in place upgrade) from W10, I'd suggest clean W11 installation as it carried all previous faults.

I look in task manager for what is taxing the system and nothing there indicates a heavy load. I killed Cortana a while back as the program was a bit of a memory/cpu usage thief and it really made 0 differences. I don't go to sketchy websites or anything like that so where would I pick up Vicious malware from? If I installed a fresh copy of windows 11 what would prevent me from picking up another bug just like it?
